Yes, Gliffy will run in OS X 10.3.9, and any other web browser that has the Flash player installed. Please see this FAQ entry.

I absolutely love this program. I’ve made a few flowcharts now and never once did I feel like I was working over the internet – it’s brilliant! This is the way of future for sure and Gliffy is leading edge technology.
