U.S. government agencies and contractors operate under unique security constraints, making them longtime users of Atlassian’s Data Center products, which allow them to keep their instances isolated.
However, with end of support for Data Center coming in 2029, those teams need an alternative solution—and the compliance needs that led them to Data Center in the first place prevent them from migrating to the traditional Commercial Cloud environment occupied by most Atlassian customers.
Atlassian is aware of this need and has worked closely with U.S. government agencies and contractors to bring them a path to the Cloud. Their solution: Government Cloud.
In this blog, we’ll explain why Atlassian is investing in Government Cloud, how it meets government agencies and contractors’ needs, and how to ensure your team is making the most of your investment in Atlassian tools when you move to Government Cloud.

What Is Atlassian Government Cloud?
“Atlassian Government Cloud (AGC) is a dedicated cloud environment designed to meet the security, compliance, and operational needs of United States government agencies and their contractors.”
The traditional Commercial Cloud has a multi-tenant architecture, meaning a single service serves multiple customers. It’s still secure—each customer’s data is isolated and inaccessible to external organizations—but laws and regulations prevent teams that work with the U.S. government from using this structure.
Government Cloud is structured in a similar way to Commercial Cloud, but its multi-tenant architecture is available for only government agencies and contractors, and it is physically and logically separated from Commercial Cloud.
This ensures that teams with strict data compliance requirements related to their work with the government can migrate to the Cloud in preparation for Data Center end of life.

FedRAMP Moderate Authorization
Atlassian Government Cloud is designed from the ground up to meet stringent U.S. government security standards, starting with FedRAMP Moderate authorization, a critical baseline for most federal agencies and contractors.
FedRAMP (Federal Risk and Authorization Management Program) is a U.S. government-wide compliance program that standardizes how cloud services are assessed, authorized, and continuously monitored for security.
The Moderate level specifically applies to systems where a breach could have serious, but not catastrophic, impact on operations, data, or individuals. For many agencies, this represents the “must-have” level to even consider a cloud solution.
By achieving FedRAMP Moderate, Atlassian enables government teams to transition from Data Center to a compliant cloud environment.
Dedicated Cloud Environment for the U.S. Government
The list of teams who will have access to Government Cloud is limited to only:
- United States government agencies
- United States government contractors
This architecture reduces risk by limiting exposure and ensuring that all tenants operate under similar regulatory constraints. You retain the security expectations of isolated environments while gaining the benefits of cloud infrastructure, like scalability, reduced maintenance, and continuous updates.
Back to topDiagramming in Government Cloud
While Atlassian Government Cloud provides a secure foundation, Marketplace apps like Gliffy are still essential to help Atlassian users fully realize the value of their Atlassian tools.
However, not all Marketplace apps are automatically available in Government Cloud. Only AGC-compatible apps built on Forge can operate within Government Cloud environments.
That’s why we’re developing Gliffy Diagrams for Government Cloud, which will be available in 2026 for teams migrating to Government Cloud.
This version of Gliffy is specifically created to support teams operating in AGC, offering access to secure, native diagramming directly in Confluence.
Back to topNot a Government Agency or Contractor, but Need Compliance?
While Atlassian Government Cloud is limited to U.S. public sector organizations and their partners, strict compliance needs aren’t unique to government teams.
Industries like financial services, healthcare, and enterprise organizations with strict regional data requirements often face similar challenges when evaluating cloud solutions.
For these teams, Atlassian offers Isolated Cloud. This solution is even more isolated than Government Cloud; instead of a multi-tenant architecture for select organizations, each customer has its own separate Cloud environment.
Gliffy supports Isolated Cloud users with Gliffy Diagrams | Zero Egress & Isolated Cloud-Ready, enabling teams to:
- Keep diagram data securely within the Atlassian environment
- Avoid external data transfers (“zero egress”)
- Maintain compliance while still benefiting from cloud‑based diagramming
This ensures that even outside Government Cloud, teams don’t have to sacrifice visualization capabilities to meet compliance requirements.
Back to topYour Team’s Next Steps
If your government team is currently using Atlassian Data Center and planning for 2029 end of support, now is the time to start evaluating your path forward.
- Evaluate Marketplace app readiness: Identify essential Marketplace apps your teams rely on today, confirm whether they are AGC-ready, and plan for alternatives or timelines where needed.
- Start planning beyond migration: Consider how documentation and knowledge sharing will evolve when you move to Cloud, and how tools connect across Jira, Confluence, and your broader ecosystem.
- Explore solutions designed for government teams: Examples include Atlassian’s official AGC guidance and roadmap, trusted Marketplace apps built for compliance, and solutions partners experienced in public sector migrations.
Taking a proactive approach now will ensure your team is ready to thrive in the Cloud.
